Letter from the Chairman
November 1, 2012

Dear Tribal Community,

It has come to my attention that confidential documents regarding Tribal finances, specifically a recent consolidated loan agreement, have been stolen and distributed to the Mashpee Enterprise. This action is troubling for a number of reasons, including that we take confidentiality agreements entered into by our Tribal government very seriously. In addition, this financial agreement is on the agenda to be discussed with Tribal citizens at the next General Meeting. Distribution of this information to the press deprives our Tribal citizens of the opportunity to learn more about these very important decisions before the general public.

Our financial decisions are made by Tribal Council in accordance with our Constitution, and communicated to Tribal membership with the goal of respecting both Tribal citizens' right to be informed and the confidential nature of such information. The fact that these documents have been stolen and distributed outside of our Tribe is not only disappointing, it is a threat to our Tribal sovereignty and self-governance. We will be taking steps to prevent this from happening again in the future.

We are fortunate that we have a financial partner that has confidence in our Tribe and our inevitable right to conduct gaming as well as the ability to provide the funding necessary to achieve our economic development goals. We are making progress toward the economic self-reliance and and prosperity that will come with reaching these goals, and we will not be deterred from providing a brighter future for our Tribal nation.

I look forward to the opportunity to discuss this and other important matters with you at the upcoming General Meeting on November 11th.

Kutaputunumuw;
